What could have happened that caused Tiamat to ceremonial unceremonially drop Nogi on the table?  If you check the last page you might notice that Nogi has spotted the dragon's treasure with the Gem of True Seeing.  Seems that she wanted to take one of the items she spotted.  Dragons are notoriously unforgiving to anyone who tries to take their treasures
